Crappy Tire also made an arrangement with Simonz that they call a "repair only warranty", for many of these models.
With a "repair only" model, Crappy Tire agreed that Simoniz is not obligated to give credit to the Crappy Tire stores when a unit is defective or the customer is unsatisfied with it. So, the stores will lose money if they give a customer a refund or exchange on any of the 'repair only' Simoniz pressure washers.
That's why the store will tell the customer "no refund, no exchange", and will only help the customer get it repaired.
Note that many reputable sources say that the 'Sale of Goods Act' and the 'Consumer Protection Act' require the retailer to give the customer a refund for a defective product. Or, the customer may settle for an exchange.
